Electrical Construction Contract Management in Korea: Bid to Start-Up

Electrical construction contract management in Korea covers winning and running a project: taking part in public bids, preparing the estimate from the construction cost build-up, and after award, managing the contract through the commencement notice, the method statement and subcontract approval. A wrong bid decision can turn the whole job into a loss, and late paperwork after award delays the start of work, so this guide splits the work into three stages — bidding, estimating and post-award administration.

Common Pre-Bid Review

For public electrical work, the governing rules depend on the client. Central government projects follow the Act on Contracts to Which the State is a Party (국가계약법) and the Ministry of Economy and Finance contract regulations, such as the government bidding and contract execution standards and the standards for preparing estimated prices. Local government projects follow the Act on Contracts to Which a Local Government is a Party (지방계약법) and the Ministry of the Interior and Safety standards for local bidding, contracts, cost calculation and estimated prices. Before bidding, read the instructions to bidders, the General Conditions of Construction Contracts and the site briefing notes, and prepare the standard productivity tables (표준품셈) for electrical and telecom work, current price data, a triangular scale for quantity take-off and document software.

1. Electrical Construction Bidding

  1. Analyze the client’s invitation to bid, bidding instructions and required documents, and decide whether to bid.
  2. Where the meaning of any condition is unclear, send a written query to the client.
  3. Taking the bid schedule into account, prepare a checklist covering scope, amount, construction period, equipment lead times and bid documents.
  4. Report the feasible bid range to management according to the bidding method, then submit the bid.

Missing even one condition — such as eligibility or mandatory attendance at the site briefing — can invalidate a bid. Verbal answers leave no record, so always raise ambiguous points in writing and keep the reply.

2. Electrical Construction Estimating

  1. If the bid requires an estimate or a priced bill of quantities, confirm exactly what is required, then prepare it.
  2. Take off quantities from the drawings, calculate productivity rates and labor hours, and prepare the labor cost breakdown including indirect labor.
  3. From the material take-off, separate owner-furnished materials from contractor-furnished materials, and price the contractor-furnished items to prepare the material cost breakdown.
  4. Add the calculated expenses to prepare the net construction cost.
  5. Add general administrative costs, profit and value-added tax to arrive at the bid amount.

Construction Cost Build-Up at a Glance

ItemWhat it includes
Material costContractor-furnished quantities × unit prices (owner-furnished materials excluded)
Labor costLabor hours from the standard productivity tables × wage rates, including indirect labor
ExpensesProject expenses such as insurance premiums and safety management costs
Net construction costMaterial + labor + expenses
General admin and profitApplied within the rate limits in the estimated-price standards
Bid amountTotal of the above plus value-added tax

Under the State Contract Act, construction cost consists of material, labor, expenses, general administrative costs and profit. The caps on administrative cost and profit rates are set in the estimated-price standards, so check the current version for every estimate.

3. Post-Award Contract Administration

  1. Prepare the contract documents according to the invitation to bid and bidding instructions.
  2. Prepare the commencement notice (착공신고서) required by the contract documents and submit it to the client.
  3. Prepare the method statement (시공계획서) based on the drawings and submit it to the client.
  4. If any work will be subcontracted, request written approval of the subcontract from the client.

Documents submitted with the commencement notice

  • Designation of site engineers under the Construction Technology Promotion Act and related laws
  • Planned construction schedule
  • Safety, environmental and quality management plans
  • Labor and equipment deployment plan by activity
  • Pre-construction site photos
  • Any other items specified by the contracting officer

What the method statement covers

  • Site organization chart
  • Detailed schedule and work sequence
  • Key equipment mobilization plan
  • Key equipment, materials and labor deployment plan
  • Major installations
  • Quality, safety and environmental management measures

The commencement notice attachments are set by the General Conditions of Construction Contracts, and the method statement review items by the Guidelines for Electrical Installation Construction Supervision, so check both right after award. For how documents flow after start-up, see Electrical Construction Documentation in Korea, and for site planning, Electrical Construction Management in Korea.

FAQ

What is the difference between owner-furnished and contractor-furnished materials?

Owner-furnished materials are bought and supplied by the client; contractor-furnished materials are bought by the contractor. Only contractor-furnished items are priced in the material cost of the estimate.

How is the commencement notice different from the method statement?

The commencement notice formally reports the start of work under the contract and attaches the site engineer designation, schedule and management plans. The method statement is the detailed execution plan covering organization, schedule, equipment and labor deployment and management measures.

Does the State Contract Act or the Local Government Contract Act apply?

The State Contract Act applies when the client is a central government body, and the Local Government Contract Act applies to local governments. Cost and estimated-price rules also differ, so check the client in the bid notice first.

Can work be subcontracted without client approval?

No. Request written approval of the subcontract from the client, and also check the subcontracting provisions of the Electrical Construction Business Act.

Summary

The most common mistakes in electrical construction contract management are mixing owner-furnished and contractor-furnished materials so material cost is counted twice, and confirming bid conditions only verbally. Bidding depends on careful notice analysis and written queries, estimating on an accurate cost build-up, and post-award administration on submitting the commencement notice and method statement on time. When the design changes after award, the contract amount must be adjusted — see Electrical Construction Design Change Management. A Korean version of this guide is available here.

Actual work must follow applicable standards and the judgment of qualified professionals; always confirm specific values, deadlines and criteria against the latest regulations.
