Non-Contact Indirect Live-Line Work in Korea: Smart-Stick Methods

Non-contact indirect live-line work in Korea lets a live-line crew work on energized high-voltage lines and equipment using smart sticks and other indirect tools, so no part of the worker touches live parts: cutting and compressing conductors, replacing cut-out switches (COS), connecting drop leads and replacing faulty suspension insulators. Working without an outage means skipping a single step can cause electrocution, so safety checks, covering and correct tool use are the core of the job. This guide covers five stages.

Contents

Common Pre-Work Review

Before work, review the construction plan report, method statement, KEPCO standard live-line procedures and field manuals. Prepare an insulated aerial device, no-outage equipment such as temporary switches, an insulation resistance tester, HV ammeter, HV and LV phase meters and an HV voltage detector; workers wear hard hats, safety vests, safety shoes, insulating gloves and harnesses. Have line covers, insulator covers and insulating sheets ready to cover live parts. Method-specific equipment includes a lift drive set, indirect live-line tool set, temporary COS, cable supports, fixed jumper supports, conductor tensioner, shackles, single sheave, riser clamps, temporary insulating caps and temporary cable hangers.

1. Live-Line Site Safety Check

  1. Keep people out of the work zone, secure a pedestrian route and assign a guide.
  2. Assign tasks and brief workers on live-line safety rules and the handling of live-line tools and equipment.
  3. Check tools, materials, protective equipment, line condition, vehicles and earthing, and cover live parts and the neutral.
  4. Hold a pre-work safety meeting, complete the work documents, notify the distribution center and run real-time monitoring.

Before any live-line or no-outage work, notify the KEPCO distribution center, request that auto-reclosing be disabled, and confirm reclosing is blocked on the target line before starting. Keep pre-work safety records — PPE and headcount, barrier ropes, earthing, site and work photos, meeting minutes and a risk checklist — and for real-time monitoring, photograph the site before work and send it with the work and code numbers. Notify the distribution center when the work is complete.

2. Cutting and Compression with Smart Sticks

  1. Tighten the smart stick’s adjusting screw to fix it firmly to the live-line bucket.
  2. Use the hand stick according to its construction and characteristics.
  3. Understand the grab stick and use it to support hand-stick work.
  4. Fit the rotor stick with a stripper, cutter and taping tool to strip, cut and insulate conductors.
  5. Fit the hot stick with a hook and compressor to carry out compression.

Smart-Stick Components

StickRole / attached tools
Hand stickBasic operating stick
Grab stickSupports hand-stick work (gripping and holding)
Rotor stickStripper, cutter, taping tool, clamp rotator — stripping, cutting, insulating
Hot stickHook and compressor — compression

The non-contact method covers stripping, cutting and compressing overhead conductors, and fitting and taping insulating covers.

3. COS and Drop-Lead Replacement

  1. Keep people out of the work zone and secure a pedestrian route and guide.
  2. Notify the distribution center, wear protective equipment and direct the work in the smart-stick procedure sequence.
  3. Cover live parts, the transformer, COS and drop leads with insulating sheets as the procedure requires.
  4. Replace the existing COS and drop leads and reconnect.
  5. After connection, remove the covers in reverse order of installation.

COS replacement covers the neutral, neutral insulator, live parts, transformer top and COS secondary drop lead with insulating sheets fixed by clamp pins, installs and closes a temporary COS, then opens and disconnects the existing COS for replacement.

4. Faulty Suspension Insulator Replacement

  1. Keep people out of the work zone and secure a pedestrian route and guide.
  2. Notify the distribution center, wear protective equipment and direct the work in the smart-stick procedure sequence.
  3. Check vehicles, tools, protective equipment, insulator condition and earthing, cover live parts and jumpers, and install a single sheave.
  4. Tension the conductor as the procedure requires and replace the insulator cover using sticks.
  5. Dismantle in reverse order.

5. Site Clean-Up

  1. Remove the signs and cones installed for the work.
  2. Sort and dispose of waste materials according to business waste rules.
  3. Check equipment and vehicles for safe condition, dispose of by-products and tidy the site.

FAQ

What does “non-contact” mean in this method?

The worker’s body and gloves never touch live parts directly; work is done at a distance with insulated tools such as smart sticks.

What is requested from the distribution center before live-line work?

Notify the work, request that auto-reclosing be disabled, and confirm reclosing is blocked on the target line before starting.

How is a smart stick set made up?

Hand, grab, rotor and hot sticks; the rotor stick takes the stripper, cutter and taping tool, and the hot stick the hook and compressor.

Summary

The most common mistakes in non-contact live-line work are rushing the reclosing check and the covering of live parts, and mixing up stick functions. Safety checks depend on notification, covering and the safety meeting; the work on correct tool fitting and sequence; and close-out on reverse-order removal and waste handling. Actual work must follow applicable standards and the judgment of qualified professionals; always confirm specific values, deadlines and criteria against the latest regulations and client standards.
