Electrical construction safety management in Korea means preparing a safety management plan aligned with the construction plan to prevent accidents on site, carrying out safety training, safety measures and site control, and inspecting and recording the results. Because planning, field execution and result inspection each rely on different laws and records, this guide walks through them one stage at a time.

Common Pre-Construction Review
Before drafting the safety plan, review the design drawings, design calculations, construction specifications, bill of quantities and the construction plan to confirm ratings, operating conditions, installation methods and work locations, and identify which stages concentrate high-risk tasks such as work at height, heavy lifting and fire-prone work. Issue work clothes, insulating gloves, hard hats, safety shoes, safety glasses and masks to every worker, and add gas masks for confined spaces or work with toxic gas risk. Prepare a voltage detector, insulation resistance tester and portable gas detector, along with temporary earthing sets for de-energized work. Also prepare computers, IT equipment and document software for safety records.
1. Electrical Construction Safety Plan Preparation
- Prepare the electrical construction safety plan based on the work at each stage of the construction plan.
- Form a safety organization as required by the Occupational Safety and Health Act, and confirm that the safety manager has the competence and authority to do the job in practice.
- Prepare an emergency response plan for electric shock, falls and fire, covering contact chains, evacuation routes and first-aid procedures.
- Identify hazards for each stage of work, and where a hazard and risk prevention plan is required, reflect accident prevention measures alongside it.
- Set the safety budget according to the safety plan and schedule its spending by stage.
- Identify likely neighborhood complaints such as noise, dust and traffic control, and plan countermeasures that reflect past complaints and residents’ views.
This stage is governed not only by the Korea Electro-technical Code (KEC, 한국전기설비규정) but also by Articles 17 (safety manager), 42 (hazard and risk prevention plan) and 72 (occupational safety and health costs for construction) of the Occupational Safety and Health Act (산업안전보건법) and by the Serious Accidents Punishment Act (중대재해 처벌 등에 관한 법률).
2. On-Site Electrical Safety Management
- To prevent accidents, have the safety manager brief workers on the day’s hazards and safety rules before work starts.
- Run regular and ad hoc safety training through the safety manager, and correct any shortcomings found in training or inspections immediately.
- Keep safety records — daily safety logs, training records, accident reports, monthly safety statistics and safety budget spending — and check that they are maintained.
- Confirm that safety measures are in place at locations involving work at height, fall risk, falling objects, heavy lifting and fire risk, and check that workers wear their protective equipment.
- Secure the work area and install construction fencing to keep out vehicles and unauthorized people. Put up traffic guidance and direction signs around the site and assign traffic controllers where needed.
- Prepare safety equipment such as voltage detectors, earthing sets and gas detectors ahead of each stage.
Worker safety and health training follows Article 29 (safety and health training for workers) of the Occupational Safety and Health Act, and the content must also cover electrical laws such as the Electrical Safety Management Act (전기안전관리법).
3. Electrical Safety Result Inspection
- Confirm that safety equipment has been purchased and issued to workers as the safety plan requires. Also check that safety signs are installed at the planned locations.
- Use a risk checklist to inspect hazards and control status at each stage, and issue safety correction notices for deficiencies and verify the follow-up.
- Set a regular safety training plan, and check that training and safety measures matched to each trade are carried out as work progresses.
- Verify how well site safety management is being carried out, and record and manage measurement results such as insulation resistance and gas concentration together with other safety records.
- Keep rescue equipment and first-aid supplies on hand, and train and inspect their use. If an accident occurs, give first aid immediately, report to the client and prepare an account of the incident with a recurrence prevention review.
- Train workers to handle waste from material delivery, installation and construction in line with the regulations, and inspect how it is handled.
Construction waste is subject to environmental laws such as the Wastes Control Act (폐기물관리법), so confirm disposal standards for each waste type with the local authority.

Summary
The most common mistake in electrical construction safety management in Korea is submitting the safety plan as a commencement document and treating field execution and inspection as separate jobs. Planning is driven by the safety organization, budget and hazard prevention plan; execution by training, safety measures and site control; inspection by checklists, measurement records and accident reporting. An accident-free site starts with a cycle in which the plan is recorded every day and those records are checked again. A Korean version of this guide is available here.
This article restructures the Korean NCS competency unit ‘Electrical Construction Safety Management’ (전기공사 안전관리, code 1901070404_22v1) as a practical reference. Actual work must follow applicable standards and the judgment of qualified professionals; always confirm specific values against the latest regulations.
